Well the latest Office 2019 (Nov 10) was released prior to Big Sur (Nov 12). I guess it's possible that Microsoft may end up blocking Office 2019 updates on High Sierra. If not, if you can figure out the url they get the updates from it should be possible to figure out a way to block the update prompts. Running Outlook 16.16 (latest available patch, although the problem occurred in previous versions. OS is High Sierra 10.13.6.
Outlook 2016 works just fine so long as you have applied all of the available updates from Microsoft.

Since Apple released High Sierra 10.13 we have had an influx of users complaining Microsoft Office not working correctly with numerous problems.
Microsoft have revealed several fixes which need to be installed to rectify the issues.
This can be simply done by opening Microsoft Word, Excel or Outlook.
Clicking 'HELP' at the top
Clicking 'Check for updates'
Let the updates download and install which could take several minutes.
This will install any updates required and install the fixes required.
